• 7th Cycle Regional Housing Needs Assessment Survey

  • In accordance with Government Code Section 65584.04, SCAG is surveying its member jurisdictions on local planning factors and issues, strategies, and actions related to affirmatively furthering fair housing (AFFH). Responses to these surveys will help inform the development of the proposed methodology for the 7th Cycle Regional Housing Needs Assessment (RHNA).

    The RHNA Survey consists of two components:

    Local Planning Factors

    This section asks jurisdictions to describe the level of opportunity or constraint that various local planning factors present in their communities. The planning factors listed in the survey are abbreviated; for the full statutory language, please refer to Government Code Section 65584.04(e).

    Affirmatively Furthering Fair Housing (AFFH)
    This section asks jurisdictions to provide information about AFFH-related issues, strategies, and actions in their communities. Relevant information may be drawn from sources such as Assessments of Fair Housing, Analyses of Impediments, Housing Element AFFH analyses, community engagement efforts, and other relevant sources.

    Please note that information provided through these surveys may not be used as a basis for reducing the total housing need for the SCAG region established through the Regional Housing Needs Determination. Additionally, pursuant to Government Code Section 65584.04(g), the following criteria cannot be used to determine or reduce a jurisdiction’s RHNA allocation:

    • Any ordinance, policy, voter-approved measure, or standard of a city or county that directly or indirectly limits the number of residential building permits issued by the jurisdiction.
    • Underproduction of housing units as measured by the last RHNA cycle allocation.
    • Stable population numbers as measured by the last RHNA cycle allocation.

    Responses must be reviewed and approved by the city manager, county chief executive officer, equivalent official, or designee prior to submittal to SCAG.
