1) Enrollment Fees, Annual Fees, and Deposits
Family Enrollment Fee (Enrollment Commitment & Continuity of Care)
To support a stable and consistent environment for children, The Red House Learning Hub | Precious Smiles Preschool implements a Family Enrollment Fee at the time of registration. This fee reflects a family’s commitment to ongoing enrollment and helps promote continuity of care. We recognize that children need time to adjust to a new setting, build secure relationships, and become fully integrated into the classroom community. Consistency and long-term connection are essential to children’s emotional well-being and developmental progress.
For this reason, the Family Enrollment Fee secures your child’s placement and, after 12 months of continuous enrollment, is credited back to your account by being applied to the final month of care, in accordance with the Enrollment Fee Policy.
A. Family Enrollment Fee (Secures Your Spot)
$410 per family (non-refundable) is due at registration to secure enrollment.
ERDC families: If the State later pays or reimburses this fee, we will issue a refund or account credit once payment is received.
Pregnancy & Sibling Spot Hold Policy
Families who are expecting and would like to reserve a future opening for a sibling are strongly encouraged to request a hold as early as possible, as availability is limited and placements are offered on a first-come, first-served basis.
To hold a sibling spot, a $600 Hold Deposit is required. This deposit is non-refundable and will be applied to the first month’s invoice once the child begins care. If a family currently has another child enrolled, the hold deposit may be applied to the family’s sibling tuition account at the time of enrollment.
Terms
The Family enrollment fee is non-refundable.
If enrollment ends before 12 continuous months, the fee is not refunded and cannot be applied to remaining balances.
The fee cannot be used as a credit toward monthly tuition before the final month.
If a family is dissatisfied with services and chooses to discontinue care within the first two months, the enrollment fee may be applied to the final month of care.
If Precious Smiles terminates care within the first year due to safety concerns or other considerations, the enrollment fee will also be applied to the final month of care.
B. Annual Program Fee (Per Child)
$85 annually per child (covers program supplies/curriculum/administrative costs).
C. Tuition Deposit (Separate From the Enrollment Fee)
A tuition deposit is required at the time of enrollment.
Deposit amount: $400–$800 (equal to approximately 2–3 weeks of tuition, based on your child’s schedule).
The deposit is held on your account and is applied to the final week of care, provided:
your account is current (no unpaid balances), and
you provide proper written notice per our termination policy.
Deposit Terms
The deposit is non-refundable.
The deposit may be transferred to another enrolled family member (sibling/relative) if needed.
If an account has unpaid balances at termination, the deposit may be applied to the balance, and any remaining amount (if any) will be applied to the final week.

Birthdays are important to us. Please drop off a special treat your child can share with friends (peanut/nut-free). We will take care of the rest.
Cold Lunch Days (Summer)
Twice per month during summer, families are required to send a peanut/nut-free cold lunch.
6) Holidays, PTO/Vacation Closures, and Emergency Closures
A. Closure Calendar
Our annual Closure Calendar lists all planned closure days (holidays + PTO/vacation days). Families should rely on that calendar for exact dates.
B. Major Holidays (Separate From PTO Days
We close for major holidays as listed on the Closure Calendar (examples may include: New Year’s Day, Thanksgiving/Friday after, Christmas Eve/Christmas Day, etc.).
C. PTO / Vacation Closure Days (Not Included in Major Holidays)
We also close 20–25 business days per calendar year for Paid Vacation/PTO.
Important: These PTO/vacation closure days are in addition to major holidays (major holidays are not counted in the 20–25 days).
D. Minor Holidays Observed on Alternate Dates
Some “minor holiday” time off may be observed on alternate dates shown on the Closure Calendar. These are not extra closures—they replace minor holidays that are not otherwise listed as closures.
For example: November 2nd-3rd and one additional closure day in July are included on the Closure Calendar as minor-holiday replacement days.
We are open on: Martin Luther King Jr. Day, Indigenous Peoples’ Day (Oct 12), and Veterans Day, unless otherwise posted on the Closure Calendar.
E. Unforeseen Closures
If we must close due to an unforeseen circumstance (inclement weather, health/safety, emergency, power outage, staffing/ratio needs, etc.), we will notify families as soon as possible.
Oregon rules also require programs to maintain a written emergency preparedness plan (evacuation/relocation/shelter-in-place/lockdown).
7) Tuition Increases and Policy Updates
Tuition Increases
Tuition is subject to change, including an annual increase (typically 3%–5% or changes aligned with state funding/requirements).
We will provide at least 25 days written notice of any tuition rate increase.
Policy Updates
If we modify or add policies during the year, we will provide advance notice when possible, or immediately when a change is required for health/safety or licensing compliance.
8) Provider Team and Compliance
Care may be provided by Claudia Lopez, Diana Rapalo, and Denise Lopez. Dennis Lopez JR. Staff maintain required training and certifications as applicable (CPR/First Aid, food handler card, ongoing child care training). Oregon licensing rules also require background checks through the Central Background Registry for individuals associated with care.
9) Termination and Trial Period
Trial Period
The first 30 days are a trial period so families can confirm the program is a good fit. During the trial period, either party may end care without the standard 30-day notice.
Standard Termination (After Trial Period)
This agreement may be terminated by either the parent/guardian or provider with 30 days written notice. Tuition is due for the notice period whether or not the child attends.
If a family does not provide the required written notice, the family remains responsible for the tuition owed for the notice period.
Immediate Termination (Provider Discretion)
The provider may terminate care immediately (without notice) for reasons including but not limited to:
nonpayment / repeated late payment
repeated policy violations
dishonesty, lack of trust, or disrespectful behavior toward provider/staff
a child’s needs exceeding our ability to safely provide care
Collections
Families are responsible for any costs associated with collecting unpaid fees, including collection agency fees, attorney fees, and court costs, if applicable.
10) Acknowledgment
By signing below, I/we acknowledge that we received and understand these policies and agree to follow them. Oregon rules require verification that families received the provider’s policies.
