    Complement and Additions to Programs (CAP), Exceptionally Qualified Candidate, Non-Standard Training (NST) Program, or New Program Director or New Associate Program Director

    • The deadline to submit applications is ten business days prior the upcoming meeting.

      CAP meets on the last Monday of the month, GMEC on the first Monday, and NST convenes quarterly as outlined in the table below.

      CAP/NST/GMEC actions will be communicated via email from the GME Office. Approved requests may need to be submitted to an external accreditation/approval body (e.g., ACGME, TMB, etc.). It is the responsibility of the Programs to ensure such requests are submitted in accordance with established deadlines.

  • Request for Exception for an Exceptionally Qualified Applicant whose required pre-fellowship training was not in an ACGME-accredited or RCPSC-accredited residency program.

    • If the exception is granted, the program will complete a fellowship Milestones evaluation (for the purposes of establishment of baseline performance by the Clinical Competency Committee), within twelve weeks of matriculation.

      With approval of the UTSW GME Office, this evaluation may be waived for an applicant who has completed an ACGME International-accredited residency based on the applicant’s Milestones evaluation conducted by the residency program.

      If the trainee does not meet the expected level of Milestone competencies following entry into the fellowship program, the trainee will undergo a period of remediation, overseen by the Clinical Competency Committee and monitored by the GMEC. This period of remediation will not count toward time in fellowship training.

    • Up to 4 actions may be requested on an application. These actions must all be in the same program.
    • Be sure to use the formal name of the program as it is or will be known to ACGME, TMB or other accrediting bodies.
    • For ACGME-accredited programs, the dates of next site visit and RRC meeting can be found in ACGME WebADS.
    • For TMB-approved programs, the renewal date can be found on the approval notice email that would have been sent by TMB. Contact the GME Office if you are unable to locate the original notice.

  • For this section:

    • Specify the planned implementation date for the proposed actions, assuming all necessary approvals are secured.
    • Include the current number of approved and filled positions, along with the number of new positions being requested, to ensure clarity in your request.
    • If requesting multiple new positions with a phased approach to filling them, provide a detailed implementation plan outlining the timeline and process.
    • Provide any necessary information to aid the CAP Committee in understanding what you are requesting and how it will benefit the residents and/or program.
    • The brief educational rationale should be written in a manner that would be appropriate to submit to the accrediting or approving body (ACGME or TMB, etc.).

    • Note: Not all programs have this requirement. Some ACGME Program Requirements include specific faculty-to-resident/fellow ratios to ensure adequate supervision and educational quality. These ratios vary by specialty and by program type (residency vs. fellowship). Many residency programs aim for a 1:6 faculty-to-resident ratio, while certain fellowship programs may require a 1:1 faculty-to-fellow ratio.

  • For this section:

    • Most CAP applications will require detailed funding information to be provided.
    • Confirmation of financial support signed by the person authorized to commit funds will be required for each site that will be supporting the requested activity.
    • Any change in the number or site of rotations will require demonstration of funding to support the change. For example, if trainees are no longer rotating at one participating site and will participate in a rotation at a different site there needs to be documentation of funding for the new rotation.
    • Financial requests should be negotiated in advance with hospitals according to their budget cycles, which is shown below. Please plan accordingly.

  • Minimum qualifications for the GME Program Director position include:

    • Requisite expertise in the medical specialty
    • Documented educational and administrative experience
    • Current certification in the specialty by the appropriate American Board of Medical Specialties member board or equivalent specialty qualifications

    • Appropriate medical staff appointment
    • Additional qualifications may be specified and required by accreditation/approval bodies and/or the GMEC

    The Program Director must devote a portion of their professional effort to the oversight and management of the program:

    • For ACGME programs, the program director must be provided with the dedicated time and support specified for administration of the program in accordance with the minimum support in the specialty program requirements
    • For non-ACGME programs, the Program Director must be provided with support (which may include salary support) adequate for administration of the program based upon its size and configuration

  • Non-Standard Training Program Request

  • Programs wishing to apply for NST status through ACGME must meet all the requirements and provide requested documents. ECFMG is relinquishing their role and programs who wish to recruit J-1 Visa holders must have NST status. Please review the ACGME’s Recognition Requirements for Sponsoring Institutions with Non-Standard Training Programs for J-1 Visa Sponsorship. Please also review the Non-Standard Training Program Policy.

    Programs must provide documentation in accordance with the ACGME NST Program Requirements. All documents will be reviewed prior to approval and submission. Programs may not recruit applicants holding a visa prior to ACGME NST status is approval.

    • Each NST program must have a single program director, selected from the physician faculty of the most closely related ACGME-accredited residency or fellowship program, who is responsible for its overall operation. Additionally, programs must maintain sufficient personnel to effectively support their administration and training objectives.

    • ACGME Examples of Non-Standard Training Programs is a list of names that have been recognized for J-1 Visa Sponsorship. It is preferred for your program name to be one from this list, but you may request an alternative name to be approved. This list will provide you with the most closely related ACGME program which you must reference when submitting documents. Trainee assignments/ rotations must be limited to the most closely related ACGME program sites identified by the Sponsoring Institution and listed in ADS.

    • You can often find the organization that provides your program recognition and also the number associated with that program within MedHub. 

      From the MedHub Home Screen, you will scroll down until you find Program Accreditation. After clicking on this, at the top of the first tab, Overview, should be the information that shows your program's accreditation information.
