  • Tier 3 Health Care Professionals: Not otherwise eligible for Tier 1 or Tier 2. Regular- $15,000 per year. Very Hard-to-Fill- $20,250 per year 

    The SHARP-3 Program offers the opportunity to include occupations not included in Tiers 1 and 2. Tier-3 occupations can include non-licensed health care positions and administrative positions. There is not a specific list of Tier-3 occupations. State the occupation you would like considered for Tier-3. The SHARP Advisory Council will determine if the occupation is eligible.

  • For SHARP-1: For all clinicians, which are all primary care, not less than 80% of provider time must be spent on direct patient health care for eligibility. That is, for full-time employees 32 of 40 hours, and for half-time employees 16 of 20 hours, minimum.

    For SHARP-3: For all participants, full-time participation is 36 hours per week, and half-time participation is 18 hours per week. For those provide direct patient care, not less than 50% of provider time must be spent on direct patient health care for eligibility. That is, for full-time employees 18 of 36 hours, and for half-time employees 9 of 18 hours, minimum.

  • Employer Recruitment Prerogative

  • The Employer Recruitment Prerogative (ERP) is a SHARP provided option for an authorized employer to assert the availability of a support-for-service award, even if the employer is still in its hiring phase.  SHARP makes this option available by signing the ERP agreement and the employer is then enabled to offer with certainty the support-for-service benefit. ERP authorization allows the employer to pose the offer of support-for-service benefit throughout the recruitment process. For further detail about the ERP option, please consult our SHARP-3 Guidelines Manual, in the section entitled “Employer Recruitment Prerogative.”

  • Request to Designate Position as Very Hard-to-Fill

  • SHARP allows for selected positions to be designated as very hard-to-fill. The default chracterization of a position is regular-fill. However, some employers may face considerable and ongoing difficulty recruiting and retaining practitioners for certain positions. SHARP may designate these positions as very hard-to-fill, which provides additional support-for-service payment to practitioners by increasing the maximum allowable SHARP support-for-service benefit to a level above that provided for a regular position.
    When an employer requests that a position be designated as very hard-to-fill, the burden of proof that the position is indeed eligible as very hard- to-fill falls to the employer.

  • Substance Abuse Treatment Clinicians

  • SHARP also seeks to increase the recruitment and retention of substance abuse treatment (SAT) practitioners, and especially as regards those who provide medication-assisted treatment. The following two occupation-groups are relevant for this additional consideration: (a) those who may provide MAT (Tier-1: Psychiatrist, Primary Care Physician, Doctor of Nursing Practice; Tier-2: Physician Assistant, and Advanced Practice Registered Nurse); and (b) those who may provide credentialled substance abuse counseling (Tier-1: Psychologists (clinical or counseling); Tier-2: Licensed Clinical Social Worker, Licensed Professional Counselor, Marriage and Family Therapist; and Tier-3: Substance Use Disorder Counselor (as defined in 7 AAC 135.990). (Note that SUD Counselors without a Tier-2 license are not eligible in SHARP-1, but rather are eligible only in SHARP-3, Tier-3).

  • Clinicians to Replace Locum Tenens

  • SHARP seeks to recruit practitioners who will become long-term employees to fill positions currently occupied by temporary staffers (e.g. locum tenens). The purpose is three-fold: (a) to directly assist selected employers who overuse temporary staffing; (b) to demonstrate that support-for-service can help achieve long-term staffing solutions; and (c) to demonstrate that meaningful cost-savings can result.
