Landlord Utilities Authorization

The BVU Landlord Program is a billing option specifically for landlords, management companies, apartment complexes, and rental agencies ("Landlord") to provide a streamlined process for starting utility services at their residential rental properties. Program enrollment will allow BVU utility services to revert to the Landlord's account without the completion of individual Applications/Contracts for Service when the tenant stops his/her utility account.

    How It Works

    1. Landlord completes and submits the Landlord Program Utilities Authorization online form listing all enrolled properties under each business entitiy. Ownership documentation may be required for property enrollment.
    2. When a tenant contacts BVU Customer Support to voluntarily close their utility account at an enrolled address, a meter reading is obtained for final billing on the tenant's account.
    3. The Landlord notifies BVU of their intent to maintain service at the address.
    4. The Landlord's account will be made active, and the Landlord will be responsible for all services and charges, up until the time that a new tenant establishes service on their own account with Customer Support. Likewise, the Landlord may contact BVU Customer Support to voluntarily close the utility account.
    5. When a new tenant contacts Customer Support to open an account at the enrolled address, a meter reading is obtained for final billing on the Landlord's account.
    6. A new account becomes active in the new tenant's name, with no disruption of services.
    7. Landlords MUST maintain a good or excellent pay history on all accounts with BVU for continued participation.

    SERVICE AGREEMENT. BVU Authority (“BVU”) is hereby requested to supply utility service to the applicant by authorization as either owner or by his/her agent or guarantor at the service address indicated on the corresponding application. By submitting the application, the applicant (“Customer” upon completion of Application for Service process) agrees to pay for electricity consumed according to the monthly meter reading and at BVU’s published rates applicable to such services, and to abide by all applicable Service Regulations of BVU for such services, including Customer maintaining his/her/its wiring and electrical equipment in conformance with all applicable standards. In case the Customer should become in arrears in payment for service rendered or a deficiency in Customer’s wiring or equipment be detected, a duly authorized agent of BVU is hereby authorized to enter the premises of the Customer and remove any and all BVU-owned equipment as specified in the applicable Service Regulations. In the case of a delinquent account, Customer understands that the overdue balance must be paid along with reconnection fees and deposit (if applicable), as a condition to reconnection of service. Customer understands service may be denied at this or any other location if this account remains in arrears and Customer agrees that any such prior balance can be added to any other present or future account of Customer’s, in accordance with the applicable Service Regulations. Customer understands that it is unlawful to apply for service with the intent to avoid payment of lawful price or for any person to assist another in avoiding payment for electricity, either through making of multiple applications for service at one address, or otherwise. For value received, Customer hereby guarantees payment of all bills that may become due under this Application/Contract for Service. Customer warrants all answers above are both true and complete and submitted for the purpose of obtaining service(s) from BVU. SERVICE REGULATIONS. By completing this Application/Contract for Service, Customer understands services shall be furnished, subject to all applicable Service Regulations, as amended from time to time, copies of which are available to me at all times during normal business hours at the BVU Authority office located at 15022 Lee Highway, Bristol, Virginia 24202. Service Regulations are applicable for all customers. For a complete copy of the BVU Service Regulations please contact BVU Customer Service or download a printable copy from www.bvua.com. DEPOSITS. Deposit requirements must be met, in accordance with BVU’s Service Regulations, before an application will be processed. All non-residential accounts require a deposit of twice the highest anticipated bill. Deposits are not automatically refunded until the customer no longer has an account with BVU, at which time the last bill will be deducted. The deposit balance and any accrued interest will be refunded, upon discontinuance of service. Any deposit interest is applied annually to the account. Based upon BVU extending credit to Customer by billing for service usage after consumption, Customer understands BVU may request a credit report from a local or national credit bureau in determining deposit requirements. CONSENT TO CONTACT. Customer hereby authorizes BVU to contact him/her/it via automated dialing system using pre-recorded /artificial voice messages, text message, or email using the telephone number(s) (including wireless telephone numbers) and/or email address(s) associated with Customer’s account, which could result in charges to Customer. Customer acknowledges Customer is the subscriber to the telephone number(s) and email address(s) provided on this Application/Contract for Service. Further, Customer understands that Customer is not required to provide consent to contact in order to receive services from BVU. Customer may revoke authorization to contact him/her/it via automatic dialing at any time by notifying BVU during normal business hours and allowing up to seven business days to accommodate such request. Customer hereby assumes responsibility for keeping BVU informed when any of Customer’s contact information changes. PAYMENT TERMS. Invoices are due when issued. Invoices should be paid when received. Customer may return payments via any of the approved methods outlined in the applicable Service Regulations. Please note: recent payments may not have been deducted from the invoice. Good payment history. A good payment history may be established by paying monthly statements by the net due date. Past due invoices. The net amount is generally due within 20 days from the billing date. After the published Due Date, a Late Fee of 5% may be added to the net amount due. Failure to receive an invoice does not release customers from their obligation to pay. Customers who are unable to pay by the Due Date, may contact BVU to discuss Customer’s eligibility for any available Board-approved Payment Arrangements. Customers failing to pay invoices on time will be mailed a disconnect notice. Disconnect notices indicate the Due Date and the amount required to avoid interruption of service. Upon expiration of the notice, service may be disconnected. Receiving the next monthly invoice does not replace or void the disconnect notice. Non-Payment. If service is discontinued for non-payment, payment of the full past due amount plus any applicable fees is required before service will be restored. Trip Fees and Reconnect Fees will apply, and a deposit or additional deposit may also be required. Responsible Party. Customer will be responsible for all charges for such service until BVU is notified in writing to the contrary and service is discontinued. TREE-LINE MAINTENANCE AGREEMENT. The American National Standards Institute (ANSI) requires a minimum of 10 feet of clearance surrounding overhead power distribution lines and up to 50 feet of clearance surrounding overhead power transmission lines. This safety zone is intended to prevent power line and tree conflicts which are costly, dangerous and may cause service interruptions. Trees must be planted a safe distance from power lines. No trees shall be planted directly underneath electric power lines. Any trees planted directly underneath power lines are subject to removal without compensation to the owner. Large tree varieties require the greatest distance from power lines. Recommended distances are as follows: 25' minimum for distribution lines and 50' minimum for transmission lines. ELECTRONIC SIGNATURE. By selecting the "I agree." buttons, Customer is signing this Agreement electronically. Customer agrees his/her/its electronic signature is the legal equivalent of a manual/handwritten signature on this Agreement. By selecting "I agree." using any device, means or action, Customer consents to the legally binding terms and conditions of this Agreement. Customer further agrees the signature on this document (hereafter referred to as Customer’s "Electronic Signature") is as valid as if Customer signed the document in writing. Customer also agrees that no certification authority or other third-party verification is necessary to validate Customer’s Electronic Signature and that the lack of such certification or third-party verification will not in any way affect the enforceability of Customer’s Electronic Signature or any resulting contract between Customer and BVU. Customer also represents that Customer is authorized to enter into this Agreement for all persons who own or are authorized to access any of Customer’s accounts and that such persons will be bound by the terms of this Agreement. Customer further agrees that each use of his/her/its Electronic Signature in obtaining an account with BVU constitutes Customer’s agreement to be bound by all applicable BVU Service Regulations.
