    Scottish Borders Council, Scottish Government’s Home Energy Scotland and Changeworks are working together to provide energy efficiency measures for selected suitable homes in your area. 

    We’re pleased that you’re interested in making your home warmer and cheaper to heat. Once you register your interest in the project and we have confirmed your eligibility for the scheme, we will refer you to the appointed contractor for a no-obligation technical survey.

  • Landlord information

    If you are a private landlord of a property in a HEEPS: ABS project area, the following conditions are now in place:

    • You can only receive grant funding if you own three or less rental properties in addition to your main residence.
    • Individuals with four or more properties are not eligible for HEEPS: ABS funding. We can still provide you with a quote for the cost of installing energy efficiency measures though.
    • Properties which are not occupied must be included in the above numbers.
    • You are only allowed one HEEPS grant contribution across Scotland. A full grant is available for one property only. If you own a second or third property, you will not be eligible for funding for these properties and will be responsible for full payment for the works to these properties. Payment on these properties can be through an interest-free loan (information available from Home Energy Scotland if required).

    Area-based schemes interaction with Warmer Homes Scotland: It will not be possible for individuals to receive assistance from both HEEPS: ABS and Warmer Homes Scotland. Receipt of one of these funding streams will disqualify a household from further Scottish Government funding from these programmes for a period of 5 years.

    In order to progress with your registration, we need to gather information regarding your household circumstances to determine each household’s eligibility for the Scottish Government’s HEEPS: ABS and the Energy Company Obligation (ECO). Providing this information will also help us to determine the level of householder contribution to the work.

    This information will be held by Changeworks and will be shared with the Local Authority and the appointed contractor who apply for this funding on your behalf. Anonymised information may also be shared with Energy Saving Trust (Home Energy Scotland) and the Scottish Government for reporting purposes.

  • These questions will allow us to assess householders who may be eligible for additional funding under the Energy Company Obligation (ECO) scheme. All information gathered is treated as strictly confidential.

    1. Please note, completing this form will only confirm you have registered interest in receiving support from your council, Scottish Government’s Home Energy Scotland and Changeworks to install energy efficiency measures. We will contact you shortly with further information where, if you are happy, you can sign up to the project.
    2. The Scottish Government provide funding for energy efficiency measures through both the HEEPS ABS and Warmer Homes Scotland programmes. However, it is only possible for individuals to receive assistance from one of these programmes. Once you have received funding from one of them, your household will not be eligible to receive further funding from these Scottish Government programmes for a period of 5 years.     3. One of the conditions of receiving grant funding from the Scottish Government to undertake improvements to your home is that we assess the benefits of this support. As part of the evaluation, we are required to collect historical and future energy usage within your home before and after insulation is installed. The data collected will be used solely for reporting and analysis. Householders are also required to complete a social impact survey before and up to 12 months after the installation.

    5. I understand I’ll receive communication about this HEEPS: ABS project from Changeworks and Home Energy Scotland.

  • Privacy Statement and Consent

    This privacy statement relates to data being held for the HEEPS: ABS project. Any information you have provided will be treated in a careful and secure manner. This information will be held by Energy Saving Trust (Home Energy Scotland) and Changeworks and shared with the following parties who are also involved in the delivery of Home Energy Efficiency Programmes for Scotland Area Based Schemes (HEEPS ABS): the contractor, the Scottish Government and your local authority.

    In relation to this HEEPS ABS project, your data will be used as follows:

    1. Household Information
      • Changeworks, the selected contractor and the Local Authority for the purposes of identifying eligibility and claiming Energy Company Obligation (ECO) funding.

    2. Personal data (name, contact information, address, email address):
      • Energy Saving Trust (Home Energy Scotland) for the purposes of referring you to the contractor, monitoring of funded works, providing follow up advice after the measure has been installed, information on funding available, and keeping you informed about the project.
      • Changeworks for project managing the installation scheme, applying for funding, coordinating quality assurance, complaint handling, monitoring and evaluation of your energy usage and reporting purposes.
      • The appointed installer will use your data for the sole purpose of carrying out property surveys, installing energy efficiency measures and claiming Energy Company Obligation (ECO) funding.
      • Your local authority, to report back to the Department for Business, Energy & Industrial Strategy and Ofgem to support claims for utility funding via the Energy Company Obligation - Local Authority Flexible Eligibility scheme.
      • The Scottish Government for reporting and monitoring purposes.
