    TNR stands for Trap-Neuter-Return, a humane and effective method for managing feral and stray cat populations:
    Trap: Community cats are trapped humanely
    Neuter: The cats are spayed or neutered by a licensed veterinarian
    Return: The cats are returned to their original outdoor habitat
