Flowmeter Rebate Application

The Flowmeter Rebate Program provides a rebate of 50% up to $200 for flow measuring devices which inform customers of their water use in real-time. Offer valid between January 1, 2026 and December 31, 2026.

Requirements

1. Eligible products are listed on our Qualifying Flowmeters List, and must possess the following features:
- Measure account’s total indoor and outdoor water usage at least hourly and report water usage on a web portal or mobile app.
- Provide automatic leak alerts.
- Not interfere with the operation of the EBMUD meter, as described in the On-Meter Flowmeter Terms and Conditions.
- Be designed for at least two years of continuous operation.
2. The flowmeter must be installed on an active EBMUD water service location. The rebate is limited to one flowmeter device per service address.
3. The flowmeter must remain in place for a minimum of two years. If the device is removed, or rendered unusable, the rebate recipient commits to replace the device or take necessary measures to remedy and restore its operation. If this is not done, EBMUD will seek reimbursement of the rebate.
4. Application must be submitted within 90 days of purchasing an eligible flowmeter.

Tax Notice

For residential customers applying for rebates that, individually or in combination total $600 or more in a tax year, EBMUD requires the submittal of a W-9 form from the person receiving the payment prior to payment. All personal information provided within the W-9 will be kept confidential in accordance with the Consumer Privacy Act and other applicable state and federal law. If the total rebate amount is $600 or more in a single calendar year, a 1099 form will be issued in accordance with Internal Revenue Service requirements. Most residential rebates are excluded from gross income by state law and are not subject to state income tax, but these rebates may be taxable income under federal law. The determination of whether the rebate may be subject to tax is dependent on several variables, and it is recommended that you contact a tax professional for further information.

I, the undersigned, understand that this is a limited, first-come/first-served program for EBMUD customers with active potable water service and that EBMUD is entitled to deny any application that does not meet program requirements. I certify that the information provided is accurate, and that all work performed will comply with all applicable federal, state, and local laws. I acknowledge that EBMUD may inspect the property to verify existing conditions and completed installations. Except as necessary to determine eligibility, these inspections do not address or determine the quality, safety, efficiency, or suitability of materials, workmanship, or installations. I understand participation does not guarantee lower water bills or any specific performance of installed materials or equipment. I agree to assume all risks associated with the installation and use of materials or equipment associated with the installation. I agree to defend, indemnify and hold harmless EBMUD, its directors, officers, agents and employees against any and all loss, liability, expense, claims, suits and damages, including attorneys’ fees, arising out of or relating to the installation or presence of any devices or equipment on or affecting EBMUD property. I HAVE READ THIS DOCUMENT AND UNDERSTAND THAT IT INCLUDES A RELEASE AND WAIVER OF CLAIMS AND THAT I AM ASSUMING RISKS INHERENT IN THE UNDERTAKING OF THE INSTALLATION. I understand that rebates are contingent upon proper installation, verification, and compliance with all program requirements.

I agree to allow EBMUD to be given access to the Property’s water use information for the purpose of evaluating the effectiveness of the Flowmeter Rebate Program. This access may include access via a web-portal. I understand that the EBMUD meter is the billing meter of record, and that flowmeter data cannot be used to contest a bill. If installing a flowmeter device on an EBMUD meter, I agree to the On-Meter Flowmeter Terms and Conditions.
