Request for funding to convert existing high pressure sodium streetlight fixtures to LED to reduce energy consumption, maintenance costs, and environmental impact
Application deadline: 4:00 PM CST on Friday, February 21, 2025
Eligibility: Municipal and County governments in Pulaski, Faulkner, Saline, Lonoke, Grant, and Perry Counties, Arkansas; Utilities owning and operating streetlights in those counties.
*Other units of government, special districts, and non-profit organizations may be eligible to partner with an eligible municipal or county government.
The Streetlight Efficiency application aims to fund the conversion of existing streetlights to LED fixtures.
- Total Funding Available: $5,000,000
- Goal: At least 4,033 streetlights replaced with LED fixtures
- Goal: Minimum 80% of total investment to be made in LIDAC areas
- Old fixtures must be recycled
Applications will be evaluated according to:
- $ cost per metric ton of carbon dioxide or equivalent emissions (MTCO2e) reduced by the project
- Number of lights replaced
- Percentage of project benefiting low-income and disadvantaged communities (LIDACs) https://tinyurl.com/LIDACs-map

Requirements:
- New LED bulbs/fixtures shall comply with the AASHTO Roadway Lighting Design Guide and ARDOT's TSMO Lighting Design Guide.
- New LED bulbs/fixtures shall adhere to the Illuminating Engineering Society's (IES) recommended footcandle levels and contrast ratios.
- New LED bulbs/fixtures shall be warm white.
- Local streets: No higher than 3,000 degrees Kelvin (3000K).
- State Highways/Interstates/Interchanges: The lowest degree Kelvin allowable per ARDOT's Transportation Systems Management & Operations (TSMO) Lighting Design Guidelines.
- Replaced bulbs/fixtures shall be recycled and documentation provided.
- New LED bulbs/fixtures should be Energy Star or DLC (Design Light Consortium) approved.
- New LED bulbs/fixtures should be Dark Sky compliant.
For further reference:
The project will report on several key metrics, including energy savings, cost reductions, improved safety, and environmental benefits. Required data will include current energy consumption and the energy consumption of the LED bulbs upon project completion.
