  • Pet Friends of Duplin County (PFDC) is a dedicated animal welfare 501c3a nonprofit founded in 2000 by Chloe Rivenbark. Our mission is to promote the health, welfare, and safety of domestic companion animals in Duplin County. Unfortunately, there are many unwanted dogs and cats that end up in our county shelter. Duplin County Animal Shelter continuously runs at maximum capacity, forcing shelter staff to euthanize animals for space. Increasing the shelter's live release rate by providing temporary boarding funding for rescues that pull the shelter's Code Red dogs is one of our top initiatives. This funding allows rescues the time to locate a rescue, foster or adopter.
  • Starting FY27 (July 1, 2026 June 30, 2027) PFDC will provide the funding through grants. Each grant will be for the fiscal year. A rescue may apply more than once during a fiscal year. Funds are limited and will be allocated as available.
  • Rescues applying for a PFDC grant will need to
    • Provide proof of current 501c3 nonprofit status and IRS Tax ID number
    • Describe mechanisms used to ensure foster, adopters or rescues are reputable and will be a safe environment for the animal
    • Sign an agreement that none of the funds will be used for political purposes (per IRS requirements)
    • Have a signed Rescue Agreement on file with Duplin County Animal Shelter and be in good standing with the shelter. The Rescue Agreement is available at

  • Rescues receiving a grant will be required to submit a quarterly report that includes
    • Breakdown of how funds are used
    • Data outlining number/names of dogs, how long each animal was boarded, final disposition (adopted, still under veterinary care, still in foster/rescue system, euthanized, other)
  • No more than two weeks of boarding for each animal may be funded by this grant.
