• 2025 Mississippi Main Street Revitalization Grant Application

  • The Mississippi Main Street Revitalization Grant Program Act (MMSRG) is authorized through MS Senate Bill 2696 (2024) and authorizes the Mississippi Legislature (Legislature), as well as the Mississippi Development Authority (MDA) through appropriations by the Legislature, to make grants available to eligible recipients for projects "leading to the revitalization of Mississippi's downtowns or communities". Eligible costs for the expenditure of grant funds include the acquisition of land and any improvements thereon, preservation of historic downtown structures and sites, and initiatives that will produce a revitalization to the economy of the historic downtown areas. Eligible recipients include Main Street Designated Communities, or local Main Street programs that have achieved and maintained Designated Community status by the Mississippi Main Street Association (MMSA), that is a good-standing member of the MMSA, has obtained Section 501(c)(3) tax-exempt status or Section 501(c)(6) tax-exempt status from the Internal Revenue Service, Main Street Network Communities, Main Street Association Communities, cities located in MS that otherwise meet the requirements of this act, and Business Improvement Districts that otherwise meet the requirements of this act. Proposed projects must be located on property owned by the state, a county government, a municipal government, a public school district, or a non-profit 501(c)(3) or 501(c)(6) organization. Applicant organizations must provide proof of their 501(c)(3) or 501(c)(6) status.

    Submissions will be vetted and scored against criteria as established by the MS Legislature and as outlined in the MMSRG 2025 Application Instructions. Projects will then be presented to the Legislature for review and award determination. Awards/amounts will be determined by the Legislature, and no award is guaranteed to any applicant applying to MMSRG.

Please note that your application must be submitted in digital format, as well as hardcopy format, with accompanying attachments. Applications will be accepted until 5:00pm on Friday, August 29, 2025. No applications will be accepted after that time.

  • NOTE: Per the enabling legislation for this program, any eligible participant awarded a grant for a project involving a historic property must comply with all applicable laws relating to the property, as well as applicable regulations of the Mississippi Department of Archives and History, or other department or agency relating to such property. For more information pertaining to those guidelines, please review the MMSRG Application Instructions 2025.

    • This is a request for consideration for a grant and does not constitute a commitment for funding from the Mississippi Main Street Revitalization Grant program administered by the Mississippi Development Authority in partnership with the Mississippi Main Street Association.
    • As an individual submitting this grant request on behalf of the applicant, I have the necessary authority to request consideration of this project by MDA and MMSA.
    • This is a matching grant program in which only a portion of the total project cost can be supplied by the grant funds. Matching share will be supplied by applicants in the form of cash. In-kind matches will not be considered or credited to applicants. Projects with a cash match larger than the minimum amount required will score higher; however, any amount offered must be guaranteed. There will be no amendments to lower the match percentage amounts.
    • The matching funds committed and documented in this application are available, and they will be allocated only to the Mississippi Main Street Revitalization Grant project described in this application.
    • This is a reimbursement grant program and the applicant will be responsible for paying all costs associated with the proposed project up-front.
    • No work covered in this application is to begin until applicants have been notified in writing that funds have been awarded and have accepted in writing the terms and conditions of the grant. Grant funding will not be provided for any work that began prior to the signing of the grant agreement.
    • Grants will be administered in accordance with all applicable state laws, regulations, policies, requirements, and guidelines, including Title VI of the 1964 Civil Rights Act, non-discrimination on the basis of handicap, and equal employment opportunity and labor laws.
    • Procurement actions will be conducted in accordance with the State of Mississippi bidding and procurement laws.
    • All costs charged to the grant project will be in payment of approved budget items. Costs and/or work items not included in the application are not eligible for funding.
    • Adequate financial resources will be available for the completion of the proposed project and the ongoing administration, maintenance, and/or operation of the proposed project.
    • An adequate financial management system (and audit procedure when deemed applicable) will be maintained to provide control of all property, funds, and assets during the grant period.
    • The project, if funded, will be carried out in accordance with the guidelines set forth by MDA and will be completed in the allotted time. Projects will not be extended.
    • There are benchmarks that must be met during the grant period in order to keep a project on schedule. Failure to meet the benchmarks could lead to the cancellation of the project.
    • Applicants will cooperate with MDA staff in meeting all of the above requirements. Additional administrative requirements and project-specific conditions may be part of any grant offer made by MDA as a result of this application.
    • Failure to comply with the conditions set forth in this Certification Statement will result in cancellation of the grant.
