  • PETITION FOR PUBLIC SAFETY REFORM, SECOND CHANCE RIGHTS, AND HOUSING ACCESS FAIRNESS IN THE STATE OF ILLINOIS

  • TO: The Illinois General Assembly, The Governor of the State of Illinois, The Chicago City Council, Cook County Board of Commissioners, Chicago Housing Authority, Relevant Housing and Reentry Support Agencies

  • PETITION STATEMENT OF PURPOSE:

We, the undersigned residents of the State of Illinois and supporters of fair housing access, public safety reform, and second-chance justice, respectfully call upon Illinois lawmakers and local governing bodies to review, amend, and/or repeal provisions of Illinois Murderer and Violent Offender Against Youth Registration Act that impose long-term or lifetime public registration requirements. We Believe that while public safety is important, permanent public registries can create barriers to housing, employment, family stability, and reintegration into society-particularly for individuals who have completed their sentences and demonstrated rehabilitation.
  • CORE REQUESTS:

We respectfully petition for the following actions:
  • 1. A full legislative review of the Illinois Murderer and Violent Offender Against Youth Registration Act; including its impact on housing access, employment, and family reunification.

  • 2. The creation of a clear pathway for registry relief or removal for individuals who have: Completed their full sentence, Maintained a clean record for a defined period, Demonstrated rehabilitation and community stability.

  • 3. Limits on lifetime registration requirements except in the most extreme, court-determined cases where ongoing public safety risk is clearly established.

  • 4. Improved access to housing programs for impacted individuals and families, including eligibility reconsideration within Chicago Housing Authority (CHA) and related housing programs.

  • 5. Expansion of reentry and restorative justice programs to support successful reintegration into society and reduce long-term recidivism.

  • BASIS FOR PETITION:

    WE BELIEVE THE CURRENT STRUCTURE:
  • Creates long-term barriers to stable housing

  • Limits employment opportunities

  • Contributes to family separation and housing insecurity

  • Increases homelessness risk among formerly incarcerated individuals

  • Does not always reflect current rehabilitation or risk level

WE SUPPORT A SYSTEM THAT BALANCES PUBLIC SAFETY WITH FAIRNESS, REDEMPTION, AND EVIDENCE-BASED REHABILITATION OUTCOMES.
  • REQUEST FOR ACTION:

We respectfully urge elected officials and housing authorities to:
  • Open hearings on registry reform

  • Engage community stakeholders, advocates, and legal experts

  • Develop fair review systems for removal eligibility

  • Align housing policies with rehabilitation-focused standards
