What is a household employee?
(Have you hired someone to do household work and you could control what work they did and how they did it? This would still apply if you gave the employee freedom of action. Who is NOT a household employee?
(Workers you get from an agency aren't your employee due to the agency being responsible for who does the work and how it's done. Self-employed workers are also not your employees. A worker is self-employed if only the worker provides their own tools and offers services to the general public in an independent business.)
