Who is Eligible for The Avenue at Greenmont Apts?
These Mixed-Income Apartments are open to either
1. Elders 62 and older at time of application; or
2. Persons with documented disabilities of any age, but at least 18.
Property Description
The Avenue at Greenmont is a 56-unit, three-story apartment community for seniors aged 62 and older or persons with a disabililty/handicap of any age. You must be one of those two populations to qualify. The Avenue at Greenmont is located in the town of Dracut in a bucolic 17.3-acre setting framed by wetlands, located on the scenic road of Greenmont Street and consists of fifty-six (56) one-bedroom units.
All units use the principles of universal design for seniors, including large doorways, large bathrooms with roll in showers, air conditioning, good lighting, drawers in the kitchen cabinets, and the latest in energy efficiencies to provide climate control and lower costs. The project includes community space, and lounges for socializing and
Council on Aging programs.
All fifty-six (56) apartments are subject to income restrictions. Eleven (11) units will be for residents earning less than 30% of the area median income (AMI), of which seven (7) will be using Project-based Section 8 Vouchers; and four (4) will be issued vouchers through the Massachusetts Rental Voucher Program (MRVP). These four (4) units will also be reserved for Community Based Housing (CBH) see Attachment 10 for marketing and tenant selection for these units. The remaining forty-four (44) units will be available to households earning a maximum of 60% AMI.
The proposed apartment units will all be one-bedroom units, with a kitchen and a living room. The building will contain numerous “green” features, including environmentally friendly materials, efficient mechanical systems, and Energy Star appliances. Nine of the units will be fully mobility accessible. All other units will be “visitable” to people who use a wheelchair and will be handicap-adaptable should the need for modifications arise for residents as they age. The property will contain 77 surface parking spaces, which from our experience, will be more than adequate to support the operations of the building.
A resident service coordinator will be available to link residents with services that they may require as they age and to organize community and wellness activities. PPI will partner with existing area service providers, to enhance the wellbeing of our residents and to connect them to services. The Avenue at Greenmont is conveniently located within Dracut's established public transit network, making it an attractive option for residents who value accessibility. The Lowell Regional Transit Authority (LRTA) provides bus service in the area, connecting residents to key destinations.
LRTA bus route 10 stops just 0.1 miles from the property at Greenmont and Vermont Avenues, and route 1 has stops about 0.4 miles away along Bridge Street. For longer commutes, the Gallagher Intermodal Center, a 10- to 15-minute drive away, offers MBTA Commuter Rail service via the Lowell Line, connecting Dracut to the broader region. To further enhance transportation access, a new bus stop will be constructed on the property, integrating directly with existing transit routes. Shuttle services will also be available from the property to essential locations like grocery stores and medical appointments. These services will complement LRTA offerings, including reduced-fare bus routes for seniors and persons with disabilities, as well as the Road Runner curb-to curb paratransit service. Additionally, in partnership with the Dracut Council on Aging, transportation options tailored for seniors will ensure access to social events, healthcare, and shopping, reinforcing the commitment to creating an inclusive community for all residents.
Utilities: Residents will be responsible for electricity within their unit; heat, water, and hot water will be paid by the

For the initial Lease up only, units will give preference to locals (live, work, go to school in Dracut); persons with disabilities; elders.
Nine units will be mobility adapted; Two units will be hearing/vision adapted.
Four units will offer preference to CBH qualified applicants: persons with disabilities, including elders, who are in institutions, nursing facilities or at risk of institutionalization.
