  • APPENDIX “L” - Resident and Medical Student Support Program


    The Resident and Medical Student Support program is funded by a contribution agreement between the Yukon Medical Association (YMA) and the Government of Yukon.

    The purpose of this program is to provide financial assistance for travel and accommodation costs incurred by residents or medical students who are doing elective rotations in the Yukon with either Yukon Physicians or visiting Specialists at the Visiting Specialist Clinics, and Association expenses to secure stable housing for residents and medical students.


    None of the provisions of this program will apply to participants of the pilot full residency program or any future full residency programs established by Government or an alternate entity.


    Eligibility Criteria


    Each resident or student participating in the program must:

     

    1. apply to the program for reimbursement within three months of the date of completion of the learning period in Yukon;
    2. acknowledge and disclose all financial assistance received for the same eligible expenses and only apply for reimbursement for expenses not already covered;
    3. not submit expenses related to the travel for a spouse, family members or dependents;
    4. submit a reimbursement claim detailing all travel related expenses including photocopies, flatbed or sheet-fed scans of actual receipts and documents to set up for payment via direct deposit;
    5. keep their original receipts for income tax purposes and send copies with the reimbursement claim; and
    6. not apply for reimbursement of expenses for vacation time in the Yukon prior to or after completing a learning period.


    Benefit Details

    • Eligible residents/students completing a learning period in Yukon are entitled to reimbursement of eligible expenses up to $2,000 per month (31 days).
    • Eligible residents/students completing a learning period in Watson Lake or Dawson City are entitled to reimbursement of eligible expenses up to $3,000 per month (31 days).


    Program Details

    • Reimbursement will be issued to the resident/student upon submission of a completed reimbursement claim.
    • Eligible expenses include the eligible expenses listed in the Locum Support Program for air travel, ground transportation, local vehicle rental and accommodation only. This program will not provide reimbursement of payment for licencing expenses, clinic overhead or travel day stipend. For any other expenses prior approval by the Administrator must be requested and received in advance of incurring the expense.
    • The Association may pay directly out of this fund for dedicated accommodations for the purpose of housing residents/students.

     

    Amounts received under the Resident and Medical Student Support Program are required to be included in the income of the recipient in the year in which they were received. (Original receipts should be retained.) A T4A will be issued in February.

     

    The Resident or Medical Student must not be receiving financial assistance from their own school or program for the same eligible expenses.

    Ground travel to the Yukon - Ground travel expense reimbursements are capped at price of a round-trip Flex fare air ticket. Should a resident or medical student elect to drive to and from the Yukon they will receive the dollar value of an economy round air fare trip Flex fare. Receipts for ground travel do not need to be submitted for reimbursement. NOTE: An example airfare will be generated by the Fund Manager, using standard criteria, on receipt of the Locum Support Fund application.

     

    Watson Lake only - Vechicle Rental - Excess mileage charges will not be reimbursed.

    • The maximum reimbursement for a daily rental charge will be limited to $110. This includes insurance charges, concession fee recovery and other billable charges.
    • Any variations from the above will be dealt with on a case-by-case basis, and only with pre-approval. For example, a learner coming with a family that requires a larger vehicle.


    Yukon Vacation Time - Please note that if you take vacation time in the Yukon prior to or after completing your rotation, expenses during that vacation time are not eligible for reimbursement.
