Alternative Services Certification Application
Beginning January 1, 2022, California's Senate Bill (SB) 1383 built on existing solid waste, recycling, and organics regulation requiring all businesses and multi-family properties with five-units or more, to arrange for solid waste, recycling, and organics collection services, unless waived (to apply for a waiver, click here). Businesses/properties who have not subscribed to the City's collection services, and have established collection for recycling and/or organics through back-hauling, self-hauling, or shared services may qualify for an Alternative Services Certification.

Definitions of Alternative Services

Self-Haul

All recyclable and/or compostable materials generated by the business, are self-hauled by business employee(s) to a composting or recycling facility.

Back-Haul

All recyclable and/or compostable materials generated by the business, are back-hauled by business employee(s) to a facility owned and operated by the business.

Shared Services

All recyclable and/or compostable materials are placed in a collection container(s) at a neighboring or nearby business which has subscribed to the City's recycling and/or organics collection services.

I understand by submitting this form, there is no guarantee the certification will be granted. Furthermore, I understand this information may be verified by an on-site visitor other investigation and is up for review at least once every year. Additionally, I understand that if the City of Moorpark obtains information at any time that my business or property is no longer diverting material by the method mentioned above, they will rescind the certification. I hereby authorize the City of Moorpark or their designee to inspect the service address listed or otherwise investigate the above for the purpose of determining compliance with the SB 1383 regulation.
