  • Expression of Interest – Environment for All PEACEPLUS Programme
Fermanagh and Omagh District Council invites Expressions of Interest (EOIs) from community and voluntary groups, schools, and other eligible organisations to gather information on interest in potential activity under the Environment for All PEACEPLUS Programme.

This Expression of Interest is for information-gathering purposes only and will be used to inform future programme planning, design, and prioritisation. It does not constitute a funding application and does not represent a commitment by the Council to fund or deliver activity.

This EOI has been informed by community consultation, which identified strong interest in practical, community-led environmental initiatives that support sustainability, shared spaces, skills-sharing, intergenerational learning, and community wellbeing.

To support effective programme delivery and budget management, the Council will prioritise activity that is proportionate in scale and capable of being delivered or adapted across different communities, where appropriate.

The Environment for All Programme is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB).

  • Purpose of the Expression of Interest
The purpose of this EOI is to:

    • Understand the level of community interest in the identified programme themes.
    • Identify the types of activity communities may be interested in exploring.
    • Inform the scale, scope, and timing of future programme activity.
    • The Council is keen to explore creative, practical, and community-led ideas that support sustainability, skills-sharing, and environmental wellbeing.
  •  Who Can Submit an Expression of Interest
Expressions of Interest are welcome from:

    • Community and voluntary groups.
    • Constituted organisations.
    • Local community-based organisations.
    • Schools and educational settings
    • Groups must operate within the Fermanagh and Omagh District Council area.

  • Programme Themes

    1. Repair Skills
This theme focuses on supporting communities to develop practical repair skills and confidence, with the aim of enabling community-led repair activity in the future.

Under this theme, activity would focus on skills-based learning and capacity-building to help build local knowledge and confidence. Activity would focus on learning and skills-sharing, rather than the delivery of repair services.

Activity under this theme may include:

    • Practical workshops focused on developing repair skills (e.g. small household items, textiles, bicycles, or basic electrical repairs).
    • Skills-sharing in a community setting to support peer learning.
    • Awareness-raising around reuse, waste reduction, and sustainability.
    • Support to help groups understand how community-led repair initiatives can be established and managed.

This Expression of Interest is seeking to gauge interest only. Groups are not required to submit delivery proposals, and the Council would not be delivering Repair Cafés or repair services directly.

    2. Supporting Community Gardens

This theme focuses on supporting existing community gardens or shared growing spaces through education, skills development, and practical learning, helping groups to build confidence in caring for and developing these spaces.

Activity under this theme may include:

    • Practical workshops or training sessions focused on community gardening skills (e.g. planting, soil health, composting, seasonal care).
    • Advice and learning support to help groups improve how existing community gardens are used and managed.
    • Support for raised beds, polytunnels, or composting systems where this is directly linked to learning, skills development, or participation.
    • Activities that support increased community participation, inclusion, and accessibility within community garden settings.

    3. Greener Towns & Villages
This theme focuses on community-led activity that enhances shared green spaces within towns and villages, supporting local pride, stewardship, and care for the local environment.

Activity under this theme may include:

    • Community planting or greening initiatives in shared green spaces.
    • Small-scale improvements to publicly accessible green areas within towns and villages.
    • Light-touch environmental or visual enhancements that improve the appearance and shared use of local spaces

Please note: for the Supporting Community Gardens and Greener Towns & Villages themes, groups who express interest will be invited to complete a separate application form at a later stage.
