  • Welcome to the City of Asheville's Development Services Department (DSD) online general permit application.

    Use this form to submit new applications and requests to the Development Services Department.

    Review instructions in the "Upload Documents" section below for instructions on uploading required application forms, plans and supporting documents.

    After you have submitted your new application, please monitor the applicant's email address for correspondance regarding permit fee payment and next steps. Click here for information about nexts steps, including checking permit status.

    Contact the Permit Application Center at (828)259-5846 or pac@ashevillenc.gov for assistance. The Permit Application Center (PAC) is located at 161 S. Charlotte St. and open for assistance on Monday through Friday from 8:30 am - 5:00 pm (closed public holidays).


  • Please enter "TBD" for address if this location has not yet received a legally issued address found on an occupancy permit. Submitting an unofficial or incorrect address for this property will add processing time to your application and delay permit issuance.

    Ensure all plans are flattened and unlocked to allow for mark-ups, file combining and processing. Individual documents should not exceed 100 MB per file.

    Follow these steps to complete a permit application or transmittal form:

    1. Download the appropriate blank form(s) from DSD's Commercial "Apply" or Residential "Apply" webpages.
    2. Complete the form(s) as you normally would, then print and sign.
    3. Use a scanner or your mobile device to create a .PDF file of your form(s). Note: To convert a cell phone photo into a .PDF document, use the Adobe Scan app or IlovePDF service online.
    4. Upload the scanned form(s) using the buttons below.

    Remember to sign forms and save them in .PDF format.
