    2. HOW CAN HUDSON RIVER HOUSING'S PLUS ONE ADU PROGRAM HELP ME?

    The Plus One ADU Program provides grants of up to $125,000 (including up to $112,500 in direct construction assistance) to help homeowners in Dutchess County create a new accessory dwelling unit (ADU) on their property. These ADUs can serve as long-term rentals or living space for family members, providing more flexible and affordable housing options within our communities.

    The program is designed for homeowners who would otherwise be unable to finance the development of an ADU on their own, while ensuring compliance with local zoning, building codes, and safety regulations.

    3. WHO IS ELIGIBLE FOR THIS PROGRAM?

    To qualify for the Plus One ADU Program, you must meet ALL of the following criteria:

    Primary Residence: You must own and live in the property where the ADU will be located. Vacation homes or investment properties are not eligible.
    Location: Your property must be in one of the participating municipalities in Dutchess County, including:

    • Town of Amenia
    • City of Beacon
    • Town of Clinton
    • Town of Northeast
    • Town of Pine Plains
    • Town of Pleasant Valley
    • Town of Poughkeepsie
    • Town of Stanford
    • Village of Rhinebeck
    • Town of Unionvale

    Income Eligibility: Your total household gross annual income (before taxes) must not exceed 120% of Area Median Income (AMI) for Dutchess County, based on household size. All household members’ income must be included, regardless of relation.

    Demonstrated Financial Need: You must show that you cannot afford the construction of an ADU project without assistance from this grant (e.g., limited personal savings).

    Homeowners Insurance: You must carry an active homeowner’s insurance policy.
    Photo Consent: If selected, you must be willing to allow photographs of your completed ADU for use in educational and promotional materials.
    Citizenship/Residency: All owners must be U.S. citizens or have legal permanent resident status.


    PROPERTY ELIGIBILITY REQUIREMENTS

    The program can support both new ADU construction and permitting of existing illegal or non-code-compliant ADUs, as long as the following apply:

    • The property is located in one of the eligible Dutchess County municipalities.
    • The property is not a mobile or manufactured home.
    • The ADU project can meet all local zoning, building, and health code requirements, or be brought into compliance.
    • The property does not contain more than one principal residential structure or have commercial businesses operating on-site.
    • If the property is in a Special Flood Hazard Area, you must carry flood insurance and may be required to submit an elevation certificate at your own expense.
  • APPLICATION TIMELINE
    The Plus One ADU Program administered by Hudson River Housing is accepting applications on a rolling basis. Priority will be given to shovel-ready projects. A project is considered shovel-ready if the homeowner has:

    • Submitted or is ready to submit planning/building permits
    • Completed architectural or engineering drawings
    • Obtained construction estimates for the ADU and any infrastructure work

    Note: All applicants selected for funding must become shovel-ready within 30 days of receiving their award, per program requirements.

    This is only a checklist for you to gather documents to upload later in the application. Additional documents may be submitted later during the review process. Incomplete submissions without the two minimum required documents will not be reviewed.

    CONSENT
    I authorize and direct any Federal, state, or local agency, organization, business, or individual to release to and verify my application for housing/or other grant/loan program assistance through Hudson River Housing, Inc. I understand and agree that this authorization or the information obtained with its use may be given to and used by Hudson River Housing, Inc, HUD, Neighborworks America and funders and NYS Department of Homes And Community Renewal in administering and enforcing program rules and policies. I also consent for Hudson River Housing to release information from my file about my rental history to credit bureaus, collection agencies, or future landlords. This includes records on my payment history, and any violations of my lease or housing policies. This may also include the distribution of my name, address, and phone number to potential contractors for project bidding and construction purposes.

  • 📌 What Happens After You Submit This Pre-Application?
    Once you submit this pre-application, Hudson River Housing will review your responses within 10 business days to determine whether you meet the minimum eligibility criteria for the Plus One ADU Program.

    If you qualify, you will be invited to complete the second portion of the application, which includes:

    • A narrative section describing your vision for the ADU and the specific need it would fulfill
    • Questions related to project feasibility, cost, and readiness
    • A review of additional scoring factors such as affordability, tax exemptions, and proximity to transit

    Only applicants who meet the initial eligibility requirements will move forward to the final application and scoring process.
