2. HOW CAN HUDSON RIVER HOUSING'S PLUS ONE ADU PROGRAM HELP ME?
The Plus One ADU Program provides grants of up to $125,000 (including up to $112,500 in direct construction assistance) to help homeowners in Dutchess County create a new accessory dwelling unit (ADU) on their property. These ADUs can serve as long-term rentals or living space for family members, providing more flexible and affordable housing options within our communities.
The program is designed for homeowners who would otherwise be unable to finance the development of an ADU on their own, while ensuring compliance with local zoning, building codes, and safety regulations.

3. WHO IS ELIGIBLE FOR THIS PROGRAM?
To qualify for the Plus One ADU Program, you must meet ALL of the following criteria:
Primary Residence: You must own and live in the property where the ADU will be located. Vacation homes or investment properties are not eligible.
Location: Your property must be in one of the participating municipalities in Dutchess County, including:
- Town of Amenia
- City of Beacon
- Town of Clinton
- Town of Northeast
- Town of Pine Plains
- Town of Pleasant Valley
- Town of Poughkeepsie
- Town of Stanford
- Village of Rhinebeck
- Town of Unionvale
Income Eligibility: Your total household gross annual income (before taxes) must not exceed 120% of Area Median Income (AMI) for Dutchess County, based on household size. All household members’ income must be included, regardless of relation.

Demonstrated Financial Need: You must show that you cannot afford the construction of an ADU project without assistance from this grant (e.g., limited personal savings).
Homeowners Insurance: You must carry an active homeowner’s insurance policy.
Photo Consent: If selected, you must be willing to allow photographs of your completed ADU for use in educational and promotional materials.
Citizenship/Residency: All owners must be U.S. citizens or have legal permanent resident status.
PROPERTY ELIGIBILITY REQUIREMENTS
The program can support both new ADU construction and permitting of existing illegal or non-code-compliant ADUs, as long as the following apply:
- The property is located in one of the eligible Dutchess County municipalities.
- The property is not a mobile or manufactured home.
- The ADU project can meet all local zoning, building, and health code requirements, or be brought into compliance.
- The property does not contain more than one principal residential structure or have commercial businesses operating on-site.
- If the property is in a Special Flood Hazard Area, you must carry flood insurance and may be required to submit an elevation certificate at your own expense.
