  • 2026 Online Miss Illinois' Teen Delegate Forms Requirements Instructions

    All online forms allow for entry by using the tab key or your mouse. You only need to tab to the selected area and enter the information requested. A receipt acknowledgement along with a copy of the information entered for each form will automatically forward to the e-mail address of the person submitting the form (usually the candidate) and the Local ED once submitted. If you do not receive a receipt, your form was not received. If you are concerned about your forms, email MissILinfo1@gmail.com for any questions you might have. Many times, receipts go to Spam and Junk Mail folders automatically.

    Due Dates: the due date for each required item is referenced on the delegate Checklist.  It is important that you adhere to these due dates since MISO cannot delay the Miss Illinois' Teen Competition Program, judges books, show production, etc.  Failure to submit all information by the due dates will cause you to be last to choose your Alpha/Omega desigation.

    Documents: There will be areas to upload certain documents needed for administrative and production purposes. Please name these files with your local title and the document type, separated by an underscore (_). Ex: SouthernIllinoisTeen_TalentTrack, ChicagoTeen_PhotographerRelease

    Section 2 - Requirements Due 2 Weeks after Local Competition

    Talent Music Reservation: it is recommended to submit to the Miss Illinois Scholarship Organization as soon as possible (within two (2) weeks of your Local Competition) to reserve your talent music selection. Music is reserved on a first-come first-served basis, so the earlier you submit the better chance you have of getting the music you want.

    BMI/ASCAP/PD Computer Printer (Music Clearance Documentation): the internet search results from the BMI or Public Domain (PD) websites for the music you are requesting for your talent and submitted with the Talent Music Reservation Form.

    How to search BMI (Broadcast Music, Inc.) - go to www.BMI.com - enter music selection in "BMI Catalog Search" box.

    How to search ASCAP (American Society of Composers, Authors and Publishers) - go to www.ASCAP.com - click on "Ace Database" - click on "Search the Database."

    It is usually best to begin your search by title. Once the title comes up then match the writer(s). Be sure the title and the writer(s) match the song you plan to use. Please be aware that the name an artist goes by publically may not be their official name. For instance, Billy Joel's real name is William Joel, so searching a song by "Billy" may not return the correct results. 

    Please read the following guidelines carefully, as they must be adhered to in order to ensure your talent music is cleared for broadcast and streaming:

    1. Commercial tracks (e.g. recordings you hear or download on the radio/online), whether or not modified with additional instruments or vocals, ​are not permitted​. You cannot use an artist’s original recording that you have cut or edited, nor can you use the master track with or without vocals. Commercial tracks or any portions of commercial tracks cannot be used.

    2. Audio tracks for ALL talents must be made as a soundalike or other new recording. If karaoke versions are available they must come with the rights to use for public performance, broadcasting, digital streaming, and other transmission.

    3. If a suitable karaoke version is not available, there are several talent music companies who can create a custom recording for you. None of these companies are affiliated nor recommended by Miss Illinois, but it is our understanding they are each familiar with the guidelines and procedures necessary.  Therefore, you can research the following to see if they meet your needs:

    4. Written assignments or licenses are required from each person involved in the production of the talent audio track, which may include musicians, background singers, recording engineer, music arranger, and producer. The Miss Illinois Track Release Form states that Miss Illinois is granted permission to use the talent audio track for public performance, broadcasting, digital streaming and other transmission. Written permission from all persons involved in the recording of your talent audio track is mandatory.

    5. ONLY musical compositions licensed through ASCAP or BMI, will be used. To find out if your musical composition is licensed through them, please research the internet at ​www.BMI.com​, ​www.ASCAP.com​.  If you find your musical composition is not covered under BMI or ASCAP and the musical composition is not in the public domain (meaning the copyright has expired), you will need to change your music selection.

    6. Original Composition: If you are performing, or performing to/with, an original musical composition, (i.e. you and/or someone you know personally wrote it and aren’t in the above PROs), you must obtain and submit a ​Talent Musical Composition Permission

    Music from a soundtrack or musical will not usually be usable due to music rights.  Miss Illinois is not responsible to get your music approved.

    The Miss Illinois' Teen winner will not have time to get their approved music remastered prior to the Miss America Teen competition.  If your music is not ready for Miss America competition, any costs must be covered by the delegate.

    DETAILED TALENT INFORMATION FORM

    This form contains required additional details on your talent performance and accompaniment music. 

    Accompaniment Talent Music Track: a track of your approved talent music is to be uploaded to the online forms site. It must be in aiff or mp3 format. The Talent Accompaniment Track time is strictly limited to ninety (90) seconds.  Nothing longer is permissible.

    Lyrics, Dialogue and Backup Lyrics on Accompaniment Track: if you are singing or speaking, one (1) copy of your lyrics, any backup lyrics and/or dialogue is required.  Please note lyrics may not be changed from the original song and lyrics cannot be removed from the original master recording.

    Additionally, you will need to submit a translation for all lyrics performed in a language other than English.  Lyrics must be in English even if sung in a foreign language and only for the 90 second performance.  Please do not include lyrics not in the 90 second performance.  Every word in the 90 second track must be included, no matter how small.  Lyric changes are not permitted for any licensed song.  Lyrics will be uploaded to the online forms site.

    All songs with words in them must submit lyrics! If you are a dancer with words on your track, lyrics are required.

    Explicit lyrics will not be allowed.

    PHOTO REQUIREMENTS

    Schedule a session with your official photographer shortly following the Local Competition to take headshot photos of the newly crowned Local Titleholder. 

    Headshot Photos: one (1) color and one (1) black & white photo submitted in digital format only.  The headshots are to be uploaded on the form site. All headshots must be vertical. 

    Full Body Photo: one (1) color photo in a competition style dress, head to toe, no crown, no sash.  Must be uploaded on the form site.

    Candid Photos: six (6) candid photos to be uploaded to the form site, along with a caption for each photo. 

    Copyright Assignment Agreements: You will need to obtain a signed photographer release from your photographer in order to use your professional photographs for media purposes. This agreement is vital.  We cannot use delegate photographs in any media format until this agreement is received.

    STATE DELEGATE PROGRAM BOOK QUESTIONNAIRE

    All delegates will be required to raise at least $420 from Salute Pages, Raffle Tickets, or a combination thereof. 

    Salute Pages: salute pages for the Miss Illinois Program book. The cost per salute page is $250. Pages are due electronically by 10pm on February 27th! You will bring a photocopy of each page, copy of the submission receipt, and check for the pages will be due at Spring Kick Off. The delegates selling the most and second most salute pages (minimum of 4) will be awarded the first and second pick in the Miss Illinois Teen lottery at our Spring Kick Off.

    You will need four (4) vertical manilla envelopes with the clasps/opening at the top.

    Raffle Tickets: tickets to be sold by the delegate to raise funds for the Miss Illinois Scholarship Organization, Inc. The tickets should be printed, sold, and returned with payment at Spring Kick-Off. The delegate selling the most raffle tickets (minimum 30) will be awarded the 3rd pick in the Miss Illinois' Teen lottery at Spring Kick Off. Tickets are $10 each and delegates are encouraged to sell 20 tickets. The prizes for the raffle will be cash awards.

    Miss Illinois Badge Form: bring one (1) badge form for family and friends. Make sure all funds are collected and turned in as one (1) check with the forms. Badges purchased at Spring Kick-Off will be discounted compared to buying them the State Finals week. There will be a separate form for Local Executive Directors to claim their badges.
